The
centrifugal force would be very high at the speeds required only for launching into orbit and it would be extremely difficult to make this ring. It would not have special advantages over a linear accelerator that is much easier to achieve technically.

To reach the launch speed on the moon with only 5g centrifugal force would require a ring with a radius of 200km. It is much easier to make a linear accelerator.
